A normal home loan in Pakistan costs around 15% to 16% a year. A government home loan scheme can cut that to 5%, or even to zero. In 2026 there are three schemes worth knowing. This guide explains each one, who can use it, what you will really pay, and eight smart ways to use them within the rules.
The three schemes at a glance
| Scheme | Who runs it | Money | Cost | Use it for |
|---|---|---|---|---|
| Mera Ghar Mera Ashiana | Federal government through SBP and banks | Up to Rs 1 crore, 90% of the value | 5% fixed for 10 years | Buy a house, flat or plot, or build on your own land |
| Apni Chhat Apna Ghar | Punjab government | Up to Rs 15 lakh | Interest free | Build a house on your own plot |
| Apni Chhat Mehfooz Chhat | Punjab government | Rs 5 to 10 lakh | Interest free | Repair a roof or build an upper floor |
Mera Ghar Mera Ashiana: 5% for 10 years
This federal scheme started in September 2025 and was improved in March 2026. Everyone now pays one fixed rate of 5% for the first 10 years, the loan limit rose from Rs 35 lakh to Rs 1 crore, and the size limit rose to a 10 marla house or a 1,500 square foot flat. You pay 10% down and can repay over up to 20 years. It is only for first time owners: you cannot already own a house or flat in your name. After year 10 the bank’s normal rate applies, usually 1 year KIBOR plus 3%, as Standard Chartered Saadiq explains. You apply at participating banks, Islamic banks, microfinance banks and HBFC.
Here is what it costs for a 20 year loan. The second column uses today’s rates for years 11 to 20, which will change with KIBOR.
| Property price | Loan (90%) | Monthly, years 1 to 10 | Monthly, years 11 to 20 | Salary needed at the start |
|---|---|---|---|---|
| Rs 50 lakh | Rs 45 lakh | Rs 29,698 | about Rs 46,485 | about Rs 59,400 |
| Rs 70 lakh | Rs 63 lakh | Rs 41,577 | about Rs 65,079 | about Rs 83,200 |
| Rs 90 lakh | Rs 81 lakh | Rs 53,456 | about Rs 83,673 | about Rs 106,900 |

Apni Chhat Apna Ghar: interest free, if you own a plot
The Punjab government lends up to Rs 15 lakh with no interest to build a house on a plot you already own: up to 5 marla in a city or 10 marla in a village. You must live in Punjab, have no criminal record and no loan defaults. The money comes in two parts through partners such as Akhuwat, NRSP and RCDP, who visit the site before releasing it. Repayment is about Rs 14,000 a month, starting three months after you receive the loan, for roughly nine years. A lien is placed on the land, so you cannot sell it until the loan is repaid. More than 51,000 families had received this loan by June 2025.
Apni Chhat Mehfooz Chhat: repairs and an upper floor
This newer Punjab programme lends Rs 5 to 10 lakh interest free to fix a damaged roof or build an upper floor on a house you already own, up to the same 5 and 10 marla limits. Applicants must be 21 to 60, have a clean loan record and agree to NADRA and land record checks. Both Punjab schemes use the same portal, acag.punjab.gov.pk, where you choose the full loan or the partial loan. The free helpline is 0800 09100.
8 smart ways to use these schemes, within the rules
- Match the scheme to what you own. No property at all: Mera Ghar Mera Ashiana. A plot in Punjab: Apni Chhat Apna Ghar, because zero interest beats 5%. A house that needs space: Apni Chhat Mehfooz Chhat.
- Get family land into your name first. Both Punjab schemes check ownership through land records. If you will build on inherited or family land, complete the inheritance mutation or gift transfer legally before you apply.
- Plan for year 11, not just year 1. On Mera Ghar Mera Ashiana the installment rises by more than half after year 10 at today’s rates. Only buy what you can afford at the higher figure.
- Pay extra in the cheap years. Participating banks have said there is no prepayment penalty under the scheme. On a Rs 45 lakh loan, paying Rs 10,000 extra a month for 10 years cuts the balance from about Rs 28 lakh to about Rs 12.5 lakh, and the later installment from about Rs 46,500 to about Rs 20,700. Confirm the rule with your bank. Our guide on paying off a loan early explains the maths.
- Buy only legal, approved property. The bank does a legal check and a valuation. A plot in an unapproved society or with unclear papers will be refused, so check the society’s approval before paying any token money.
- Ask about adding a spouse’s income. Each bank sets its own income rules. Many allow a spouse as co applicant, which can help you qualify for a bigger loan.
- Keep money aside for the extras. Transfer tax, stamp duty, registration, valuation and legal fees are not covered by the loan and vary by city.
- Use the cheap rate to stop renting. If your rent is close to the year 1 installment, you are paying for someone else’s house. Compare carefully using our home loan calculator.
Documents you will need
Keep ready your CNIC, salary slips or bank statements, an employment letter or business proof, and the property papers (Fard, sale deed or allotment letter). Our loan documents checklist lists them in full, and our guide on how much salary you need for a loan helps you check eligibility first.
Is a normal home loan ever better?
If you already own a house, or want a property above 10 marla, these schemes are not for you. Compare normal home finance from Meezan Easy Home and HBL, and follow the SBP interest rate history, since normal rates move with KIBOR.
Scheme rules change, so confirm every detail on the official portal or with your bank before you sign.
